Enterprise LLM deployment in Pakistan: shared API, governed keys or dedicated NPUs
Three ways an enterprise in Pakistan can run LLMs: a governed shared API, a gateway across teams, or dedicated NPUs. What each gives, and its cost in rupees.
An enterprise in Pakistan has three practical ways to run LLMs: call a governed shared API, put a gateway in front of every team's usage, or reserve dedicated NPUs that it controls. The right one depends on how regulated the data is, how steady the traffic is, and who needs to see the bill.
This post compares the three as paranine offers them, with what each gives and what it costs in rupees.
Why foreign APIs stall in enterprise rollouts
Three risks grow with adoption. Every call exports business data to servers abroad, under no local jurisdiction and with no audit trail a Pakistani regulator accepts. The bill is in dollars, so a finance team cannot commit to an annual AI budget when the rupee is the variable. And one policy change, export control or outage abroad can cut access overnight.
Option one: the shared API, governed per key
The quickest start. Teams call one OpenAI-compatible API and pay per token in rupees. Governance comes from the keys: each can be scoped to approved models, capped in rupees and given an expiry, and every administrative change lands in an append-only audit log.
Choose PK NPU routes for workloads that must stay in Pakistan, and scope those keys so they cannot call anything else.
Option two: the gateway platform across teams
For organisations with many teams, the same API becomes a platform: access to every model in the catalogue, per-key scoping and spend caps, cost and performance monitoring per key and per model, unlimited seats, and chat support within 48 hours on working days.
The point is attribution. With one key per team, application or feature, spend is tracked down to the agent or business unit that caused it, which turns a single invoice into a chargeback report.
Option three: dedicated inference on NPUs you control
For regulated workloads that need single-tenant isolation, paranine offers dedicated model endpoints on non-shared compute in Pakistan: hardware no one else touches, endpoints the customer owns and controls, and the ability to deploy its own model, set the compute instance and environment, and manage models in production.
It is billed at Rs 600 per hour per NPU, in dedicated blocks of eight, with dedicated support, an SLA and a named technical integration team; custom billing is available for annual commitments.
Choosing between them
Most enterprises start on the first, grow into the second, and move the workloads with the strictest isolation requirement onto the third. The API is the same throughout, so moving a workload is a change of route, not a rewrite.
| Option | Best for | How it is billed |
|---|---|---|
| Shared API, governed keys | Pilots, spiky or modest traffic | Per token, prepaid PKR |
| Gateway platform | Many teams needing chargeback | Per token, prepaid PKR |
| Dedicated inference | Regulated data, steady high volume | Rs 600 per NPU hour |
Getting it integrated
For teams that want hands-on help, paranine's Forward Deployed Engineers scope which workloads move first and on which models, connect the existing stack and migrate it from foreign endpoints, tune routing and cost attribution to the usage pattern, and then hand over and leave.
The short version
Governed keys answer most enterprise requirements on day one; dedicated NPUs answer the rest. What none of the three requires is a dollar card or data leaving the country for the routes that must stay.

Common questions
- Can an enterprise in Pakistan run a private LLM?
- Yes. paranine offers dedicated inference: single-tenant model endpoints on non-shared Ascend NPUs in Pakistan that the customer owns and controls, billed at Rs 600 per NPU hour in blocks of eight NPUs. The customer can deploy its own model and configure it in production.
- What is the difference between a shared LLM API and dedicated inference?
- A shared API serves many customers on the same pool and bills per token; dedicated inference reserves hardware for one customer and bills per hour of held capacity. Shared is cheaper to start and scales down to nothing; dedicated gives isolation, a fixed cost and no shared queue.
- How does an enterprise attribute LLM costs across departments?
- Give each team, application or feature its own API key under one organisation, and read cost per key. On paranine every request's rupee cost is recorded against its key and project, so chargeback is a report rather than a reconstruction.
